Orphan Sites Evaluations are systematic approach to review land parcels and identify potential CERCLA waste sites in the river corridor that are not currently listed in existing CERCLA decision documents. The evaluations consist of comprehensive reviews of historical documentation (documents, drawings, maps, photos, past employee interviews), field walk downs, and geophysical surveys (as needed). Orphan sites evaluations are performed within each reactor/operational areas included in the river corridor and the remainder of the river corridor land (Inter-Areas). Results of the evaluations are reviewed with the WCH Field Remediation Project, DOE and lead regulatory agency (EPA or Ecology), and are summarized in an Orphan Site Evaluation report. These evaluations also support elements of the CERCLA 120 (h) federal facility land transfer requirements.
Characterization (sampling, exploratory excavation); waste excavation, removal, disposal; and site closeout are excluded from the orphan sites evaluation scope of work. For orphan sites identified during the evaluation, these activities will be performed by the Sample Design and Cleanup Verification project following addition of appropriate work scope to the RCCC.
Orphan Sites Evaluations have been completed for the 100-B/C Area, 100-D Area, 100-F Area, and 300-FF-1 operable unit. Orphan Site Evaluations are currently being conducted for 100-IU-2, 100-IU-6, 100-H, 100-K, and 100-N Areas. The evaluation of the Inter-Areas is scheduled to begin in FY09. Reports are in development for a number of these areas and will be provided on this web-site as they are issued.
