1. In the case of a team composed of a Prime and Subcontractors, what percentage of the project must the Prime perform?

Answer: The Small Business Administration (SBA) has rules and regulations for determining Prime and Subcontractor relationships and performance percentages in order to classify a small business award. We suggest that if an Offeror has any questions relative to a Prime / Subcontractor relationship or performance percentages the Offeror should consult its legal council or an SBA Office to resolve those questions. The Offeror may want to refer to the FAR clause 52.219-14 and/or the SBA rules and regulations as an aid, however, discussion with the SBA is recommended.
